Six Months to Prove It: The March Test for the Canada Europe Deal

Canada and the European Union have given themselves six months to prove that the Montreal summit was more than a photograph. A review meeting in March, ahead of a summit in Brussels next year, will test how far the relationship has actually moved, according to diplomats involved in the talks. By the 2027 summit, the two sides have committed to defining a concept that has dominated the debate since Montreal: what it means for Canada to be the European Union first associate member.

The idea still has no basis in European Union treaties, and its practical meaning remains undefined. The joint declaration signed in Montreal speaks of ever closer association, a phrase adopted after Germany and other member states objected to the associate member label. Ottawa, however, has kept the ambition in its own language, with Prime Minister Mark Carney saying he expects negotiations to conclude by June 2027. The March review is therefore not a formality. It is the point at which both sides must show whether the language of Montreal is turning into agreements, funding and access.

What was signed in Montreal gives the review something concrete to measure. The two sides concluded substantive negotiations on a digital trade agreement, signed a framework allowing the European Investment Bank to back Canadian critical minerals projects, and agreed on cooperation between Frontex and the Canada Border Services Agency. Canada also joined the European High Performance Computing Joint Undertaking, giving researchers and businesses access to advanced computing resources including the JUPITER supercomputer, and said it intends to join the European Union 90 billion euro support loan for Ukraine. Talks on deeper Canadian participation in Erasmus, the European Union education and youth programme, are also set to begin.

The definition still to be written

The hardest work is definitional. Associate membership, in the version described by European Commission President Ursula von der Leyen, would align policies on areas such as climate and artificial intelligence, bring Canada into some European Union programmes, and create a stable governance framework, all without full membership, which geography rules out. But member states do not yet agree on the scope, and the declaration leaves the substance to be determined in the coming months. A diplomat quoted in reporting on the review put it plainly: March should make clear how far the relationship can develop and whether Ottawa is really on track.

Trade and security give the definition urgency. The Montreal alliance was launched explicitly as a response to tariff pressure from Washington and to the strain on traditional alliances. A Montreal based firm, Galvion, has already secured an order worth more than 44 million Canadian dollars to supply military helmets to Latvia under the European Union Security Action for Europe initiative, an early example of the defence industrial cooperation the summit promised. A feasibility study into long term liquefied natural gas exports to Europe, and work on jointly stockpiling strategic resources, are also on the agenda.

Parliament will have a say

Carney has said any enhanced partnership would require a vote in Canada Parliament, which adds a domestic clock to the diplomatic one. The government must therefore arrive in March with enough substance to defend at home, not only in Brussels. If the review shows signed deals moving into implementation, the Montreal language will look like a plan. If it shows only further meetings, critics will call it what sceptics already suspect: a summit declaration in search of a treaty. Six months is a short time to answer a question that large, and that is precisely why the March meeting matters.
